Patrick Sheilds was named General Manager by the West Basin Board of Directors in February 2018. Sheilds brings more than 20 years of executive experience in the water industry in both public and private sectors.
Prior to his appointment as General Manager, Sheilds served as executive director of operations at the Irvine Ranch Water District (IRWD), which supplies water to an estimated half million people, and produces approximately 30 million gallons per day of recycled water.
Since 2013, Sheilds helped IRWD diversify its water portfolio, decreasing its dependence on imported water and growing its treated groundwater and recycling programs.
He played a pivotal role in developing and implementing the largest clean energy storage network at a public water agency in the United States, implementing a cutting edge public-private partnership that will allow IRWD to address one of the great environmental challenges facing California and the water industry today, the water-energy nexus.
IRWD’s 7-megawatt network of advanced energy storage systems will be installed at several of IRWD’s largest and most energy-intensive facilities as part of a major grid reliability project for Southern California Edison.
Prior to his role at IRWD, Sheilds was the executive manager of operations for the Inland Empire Utilities Agency (IEUA). He directed more than 200 employees across several departments, overseeing the operations of processing about 60 million gallons per day at its water recycling facilities, and serving a population of almost 1 million people. He was also the executive lead for the “Go Gridless” program, which involved the implementation of large-scale renewable energy projects including solar, wind and fuel-cell.
Additionally, Sheilds served as vice president and division manager of operations for United Water Services, where he directed operations of several publicly and investor-owned potable and recycled water utilities. Sheilds’ time at United includes his oversight as a project manager of three large-scale expansions of the West Basin Edward C. Little Water Recycling Facility in El Segundo, Calif.
Margaret Moggia is the Chief Financial Officer for West Basin Municipal Water District (District) and has oversight on accounting, treasury, debt management, procurement, information technology and serves as on the steering committee for records management and as a lead to develop a small business enterprise program. Prior to the District, Margaret worked at Coopers & Lybrand as a staff associate to a supervising senior associate focusing generally on governments and nonprofits.
Margaret earned her B.A in Economics from U.C Santa Barbara. She maintains her license as a certified public accountant (CPA) and has received her designation as a Certified Global Management Accountant (CGMA) She is a member of the American Institute of Certified Public Accountants (AICPA), and the California Society of Certified Public Accountants (CSCPA) where she currently is a member of the government committee that meets jointly with representatives from the League of California Cities. Margaret is also a member of the CSMFO currently serving in the capacity as the 2018 President of the Association, but has previously served as a board member, and a member to Career Development Committee, the Program Committee and Membership Benefits Committee. She is also a member of GFOA and currently serves as a subcommittee member to the Committee of Accounting, Auditing and Financial Reporting (CAAFR). Margaret was elected to the CMTA Board in April 2015 and served as President for 2016-17.
